“Presidential Commission of Inquiry Invites Public Complaints and Information on Alleged Corruption and Fraud at CMC”
The Presidential Commission of Inquiry appointed to investigate alleged irregularities at the Colombo Municipal Council (CMC) has commenced calling for public complaints and information relating to the period from 2010 to 2025. The Commission will examine alleged acts of corruption, fraud, criminal breach of trust, abuse or misuse of power, government resources and privileges, unlawful recruitments and appointments, violations of procurement guidelines, irregularities in the leasing or renting of movable and immovable properties, legal actions and settlements carried out outside due process, as well as any serious losses or damage caused to State assets or revenue as a result of such actions.
In accordance with the provisions of Section 2 of the Commissions of Inquiry Act No. 17 of 1948 (Chapter 393), as amended , this Commission of Inquiry was appointed by President Anura Kumara Dissanayake through Extraordinary Gazette Notification No. 2469/08 dated December 30, 2025. The Commission has been established at No. 152, Galle Road, Colombo 03.
The Commission is chaired by Piyasena Ranasinghe Esquire, Attorney-at-Law , former Judge of the High Court . The other members of the Commission are E. R. M. S. H. Ekanayake Esquire, Sri Lanka Accountants’ Service -Grade I and D. S. Wickramasinghe Esquire, former Senior Superintendent of Police.
The mandate of the Commission includes call for and receives public complaints, information and other relevant material concerning serious allegations against individuals who have held or continue to hold political office, public officers and officers of statutory bodies, past or present persons providing services or goods as well as public or private institutions and individuals. In carrying out this mandate, the Commission is also empowered to call for and obtain public complaints, information and related material regarding offences or wrongful acts of a serious nature that may fall outside the specified time period or the categories of actions referred to above, but which is nevertheless deemed by the Commission to warrant investigation. The Commission is further entrusted with conducting prompt, impartial and comprehensive inquiries and investigations into such complaints, information and allegations making recommendations on any action to be taken against individuals or institutions found responsible for offences or wrongful acts and proposing measures aimed at preventing the recurrence of such offences and misconduct in the future.
The Commission is required to submit its first interim report to the Secretary to the President within three months and its final report, containing its findings and recommendations, within six months.
Individuals, organizations and institutions are invited to submit any written complaints or information relating to this matter in Sinhala, Tamil, or English to the Secretary of the Commission at the following address: No. 152, Galle Road, Colombo 03.
All complaints must be submitted on or before February 23, 2026. Each submission of complaints or information should clearly include the name, address, contact telephone numbers and National Identity Card number or passport number of the complainant. If the complainant wishes to remain anonymous, a request to that effect can be made.
